If the legislature is not in session, the Executive Board of the Legislative Research Council must review and consent to the lease terms.
Additionally, the bill includes provisions to prevent the circumvention of the approval process by prohibiting the division or structuring of leases to avoid the established thresholds. Any lease that violates these requirements will be deemed void and unenforceable. The amendments also clarify the Bureau's responsibilities regarding human resources and administrative functions, including the management of property and procurement processes.
