The bill amends South Dakota law regarding the title fee for motor vehicles, off-road vehicles, and snowmobiles. Specifically, it exempts motor vehicle insurers from the one-hundred-dollar additional title fee that is typically imposed on owners who do not possess a South Dakota-issued driver license or identification card, or a physical address in the state. This exemption applies to insurers taking title to a vehicle as a result of a covered loss, thereby streamlining the process for insurers in these situations.

Additionally, the bill clarifies that the additional fee does not apply to title correction transactions, duplicate title transactions, manufacturer buybacks, or lienholder repossessions. The existing law stipulates that half of the collected fee is allocated to the state motor vehicle fund and the other half to the county general fund, but the exemption for insurers will reduce the overall fee revenue generated from these transactions.
