The bill amends the provisions related to the maintenance and publication of the statewide voter registration file in South Dakota. It establishes that the Secretary of State must create and maintain a computerized system for the voter registration file, which must be hosted by the state without the involvement of outside contractors or vendors. All voter registration data will be managed by state employees using an in-house server, and sharing of this data with external parties is restricted, except as specified in another section of the law. Additionally, the State Board of Elections is required to work with the Bureau of Information and Telecommunications to ensure the security of the system against external threats.
Furthermore, the bill mandates that each county auditor must send any updates to the master registration file or absentee voter log to the Secretary of State daily. The updated information, including voter registration and election history, must be transmitted to the Secretary of State within seven days following each primary election and after each general election, replacing the previous deadlines of July fifteenth and December fifteenth, respectively.
