The bill establishes an Incarceration Task Force in South Dakota, aimed at conducting an independent review of the capital construction and improvement of state correctional facilities. The Task Force will consist of various members, including two officers and two wardens from state correctional facilities, two members from the Senate, two from the House of Representatives, and two representatives from the Unified Judicial System. The Task Force is tasked with reviewing the development and improvement of correctional facilities, proposing funding adjustments, examining alternative sites, and studying methods to address recidivism.

The Incarceration Task Force is required to meet at least six times starting April 1, 2025, and must present a final report of its findings and recommendations by December 1, 2025, to several legislative bodies. Additionally, all expenses incurred by the Task Force will be covered by funds appropriated to the Legislative Branch.
