It specifies that a holder of a restricted minor's permit may not operate a motor vehicle carrying any passengers other than members of their immediate family or household during the first six months of holding the permit. After this initial period, the permit holder is allowed to have one passenger under the age of eighteen who is not a member of their immediate family or household, provided that the passenger is a minor child for whom the holder is providing childcare.

Additionally, the bill clarifies that the restrictions do not apply if the permit holder is accompanied by a parent or guardian, or by any passenger who is at least eighteen years old, has one year of driving experience, and resides in the same household as the permit holder. The amendments aim to enhance safety for young drivers while allowing for some flexibility in their ability to transport minors under specific circumstances.
