The bill mandates that within thirty calendar days of a student's enrollment, the school district must implement these plans if the student meets specific criteria: they must be the child of an active-duty service member undergoing a military transfer to South Dakota, currently possess an existing educational plan from their previous district, and the appropriate school district staff member has not implemented the current plan.

Additionally, the bill allows the inbound active-duty service member to indicate their child's status at enrollment and requires the school district to accept unofficial records from the parent or guardian while awaiting official documentation. It also provides for the possibility of extending the implementation deadline for the new or revised educational plans through mutual agreement between the student's parent or guardian and the school district.
