This bill establishes a process for the recall of county commissioners in South Dakota. It allows voters to remove a commissioner from office at any time, provided that a petition is filed. The petition must be signed by either fifteen percent of the registered voters in the commissioner's district or five percent of the registered voters in the entire county, depending on the commissioner's jurisdiction. The petition must also include specific grounds for removal, such as misconduct or incompetency, and must be filed with the county auditor, who will present it to the county commission.

If the petition meets the necessary requirements, a special election must be held within sixty days to determine the successor. The current commissioner may run for re-election without needing to be nominated, and if no other candidates are nominated, the recall election will not take place. If a commissioner is removed, the newly elected successor will serve the remainder of the unexpired term.
