This bill appropriates a total of $48,300,000 from the South Dakota water and environment fund and various federal fund sources to the Board of Water and Natural Resources for multiple water and environmental projects. Specifically, it allocates $1,000,000 for a feasibility study and system startup of the Dakota Mainstem regional water system, $2,000,000 for the engineering and construction of the Water Investment in Northern South Dakota project, and $12,000,000 for grants and loans under the state consolidated water facilities construction program. Additionally, it designates funds for solid waste management, water quality grants, and technical assistance for drinking water and water pollution control programs.

The bill also includes provisions for the Department of Agriculture and Natural Resources to use a portion of the appropriated funds for statewide cleanup of waste tires and solid waste, allowing for up to 100% funding of the nonfederal share of these projects. Furthermore, it establishes that all funds must be provided according to terms set by the Board of Water and Natural Resources and declares an emergency to ensure the immediate implementation of these appropriations upon passage and approval.
