An Act to require members of the Legislature and staff of the Legislative Research to attend a course on Indian law.
Be it enacted by the Legislature of the State of South Dakota:
Section 1. That a NEW SECTION be added to chapter 2-9:
Each member elected or appointed to the Legislature, prior to the first day of the regular legislative session following the general election, shall attend, in-person or remotely, a two-hour course on Indian law coordinated by the director of the Legislative Research Council. The director of the Legislative Research Council shall:
(1) Select the time and date of the course;
(2) Select a person to teach the course; and
(3) Determine the course content.
A member of the Legislature who attends the course is not required to attend the course again if the member is elected or appointed to the Legislature for a subsequent term.
Staff of the Legislative Research Council's research and legal division and fiscal analysis division must also attend the course at least once.
