An Act to establish the Commission on Truth and Reconciliation.
Be it enacted by the Legislature of the State of South Dakota:
Section 1. There is hereby established the Commission on Truth and Reconciliation. The commission shall review past and present federal and state policies affecting the nine federally recognized tribes in this state and their members.
The Governor shall appoint seven members to the commission.
The commission shall:
(1) Take testimony from those affected by past government policies and actions involving Native Americans in this state;
(2) Identify how government policies have impacted Native Americans;
(3) Provide recommendations on how to begin an official process of healing; and
(4) Provide recommendations to the state on how to increase tribal involvement, tribal and state government communication, and respect for each tribe's sovereignty.
The Commission on Truth and Reconciliation shall prepare a comprehensive report on its findings and recommendations and shall submit the report to the Governor and the Legislature by January 1, 2025. Upon the submission of the report, the commission is dissolved.
The Department of Tribal Relations shall provide staff support to the commission.
