A JOINT RESOLUTION, Proposing and submitting to the voters at the next general election an amendment to the Constitution of the State of South Dakota restricting the use of proceeds from the imposition of charges with respect to aircraft and aircraft fuel.

Section 1. That at the next general election held in the state, the following amendment to Article XI of the Constitution of the State of South Dakota, as set forth in section 2 of this Joint Resolution, which is hereby agreed to, shall be submitted to the electors of the state for approval.

Section 2. That Article XI of the Constitution of the State of South Dakota be amended with a NEW SECTION:

The proceeds from the imposition of any license, registration fee, or other charge with respect to the purchase of any aircraft in this state and the proceeds from the imposition of any excise tax on aircraft fuel must be used exclusively for the maintenance, construction, development, and supervision of public airports, public airport facilities, and public aviation facilities.
