An Act to conduct a feasibility study on the medicaid program of all-inclusive care for the elderly and make an appropriation therefor.
Be it enacted by the Legislature of the State of South Dakota:
Section 1. There is hereby appropriated from the general fund the sum of $150,000 to the Department of Human Services, for the purpose of conducting a feasibility study regarding implementing a statewide Program of All-Inclusive Care for the Elderly (PACE).
Section 2. The appropriation provided in section 1 of this Act must be used to contract with a consulting firm for a feasibility study regarding the implementation of PACE in this state.
The study must include:
(1) A PACE market assessment, consisting of:
(a) A market analysis of the PACE eligible population, by county and zip code, using state-specific clinical and financial eligibility standards;
(b) Potential market definitions, including considerations for rurality;
(c) A provider availability assessment;
(d) A workforce availability assessment; and
(e) Other alternatives to the program;
(2) Financial estimates of the impact on net state revenue and costs; and
(3) An operational assessment of state capabilities, capacity, and experience necessary to operate the program.
Section 3. The Department of Human Services must deliver a written report on the feasibility study to the Governor, the Senate president pro tempore, the speaker of the House of Representatives, and the co-chairs of the interim joint committee on appropriations no later than July 1, 2025.
Section 4. The secretary of the Department of Human Services shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
Section 5. Any amount appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures described in chapter 4-8.
Section 6. This Act is effective June 24, 2024.
