An Act to make an appropriation for the restoration, maintenance, and repair of the state capitol and to declare an emergency.
Be it enacted by the Legislature of the State of South Dakota:
Section 1. There is hereby appropriated from the general fund the sum of $5,000,000 to the Bureau of Administration, for the restoration, maintenance, and repair of any state capitol building historic area.
For purposes of this section, the term, historic area, means the following state capitol building areas or objects:
(1) The hallways of the first, second, third, and fourth floors;
(2) The rotunda;
(3) The chambers of the Supreme Court;
(4) The legislative chambers and their lobbies;
(5) The reception area traditionally used by the Governor; and
(6) Any mural, painting, statue, or decoration created for or attached to the state capitol building.
Before any money is expended under this Act, the Capitol Complex Restoration and Beautification Commission shall review each proposed restoration, maintenance, or repair project. If the commission determines that the project will protect and preserve the integrity of a historic area, money appropriated under this section may be expended for the project as prescribed by this Act.
Section 2. The commissioner of the Bureau of Administration shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
Section 3. Any amounts appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures prescribed in chapter 4-8.
Section 4. Whereas, this Act is necessary for the support of the state government and its existing public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval.
