An Act to require written consent for a third party to transmit a completed voter registration form.
Be it enacted by the Legislature of the State of South Dakota:
Section 1. That chapter 12-4 be amended with a NEW SECTION:
No employee of or contractor with the state or political subdivision thereof, may transmit the completed voter registration form of any individual eligible to vote without first obtaining that individual's written consent to have the employee or contractor submit the voter's registration form.
If an employee of or contractor with the state or political subdivision thereof, collects a voter registration form, the employee or contractor shall deliver the collected voter registration form along with the individual's written consent to be registered to the auditor of the county where the person is registering by certified or registered mail with a return receipt requested by the deadline provided in   12-4-3.2. A violation of this section is a Class 2 misdemeanor.
