The bill, H. 5517, is a concurrent resolution recognizing and honoring Stella Grace Burroughs, a student at the Fairfield Magnet School for Math and Science, for her achievement as the state winner of the 2026 South Carolina Children's Book Challenge. Stella won the grand prize for her book, "The Day That Power Took a Vacation," which tells the story of line workers restoring power after Hurricane Helene. The Children's Book Challenge, sponsored by Fairfield Electric Cooperative and the Electric Cooperatives of South Carolina, encouraged students to write and illustrate children's books focusing on the experiences of line workers.
In addition to her recognition, Stella received a prize of $500, and her book will be distributed to elementary schools throughout South Carolina. Her local visual arts teacher, Ms. Kimberly Daly, who guided her through the challenge, also received a $250 prize. The resolution emphasizes the importance of inspiring students to learn about energy and critical thinking, reflecting the commitment of South Carolina's electric cooperatives to support rural communities and youth development. The General Assembly extends its best wishes to Stella for her future endeavors.
