The bill H. 5422 proposes a temporary suspension of the user fee on gasoline and diesel fuel, as well as the road tax, for a period of thirty days. This suspension will take effect from the date the resolution is approved by the Governor. If, at the end of this initial thirty-day period, the average price of gasoline in South Carolina has not decreased by fifteen percent from a predetermined base price, the suspension will automatically extend for an additional thirty days.

To facilitate this process, the Revenue and Fiscal Affairs Office is tasked with determining and publishing the average price of gasoline on the effective date of the act, which will serve as the base price for evaluating the price drop. After the thirty-day suspension period, the user fee and road tax will be reinstated at the rates established by law unless the conditions for the extension are met.
