The "Honor Our First Responders Act" aims to provide state-funded health insurance coverage for the surviving spouses and dependent children of first responders who are killed in the line of duty. The bill defines eligible first responders as law enforcement officers, firefighters, and emergency medical services personnel, and specifies that a "line of duty death" is one that occurs as a direct result of performing official duties. Under the proposed legislation, these families would receive continued health insurance coverage under the State Health Plan for three years following the first responder's death, with the state assuming full responsibility for all premium costs, ensuring that no financial burden falls on the surviving family members or their employing agencies.
Additionally, the bill mandates that the health insurance coverage provided must be equivalent to that of active State Health Plan members and must not have any lapses or waiting periods during the coverage period. After the three-year period, surviving spouses may opt to continue their health insurance coverage at the same premium rate as nonactive participants, without state subsidy. The Public Employee Benefit Authority will administer the program and ensure that funds are appropriated annually to cover the associated costs. The act will take effect upon approval by the Governor.
