The "South Carolina Fostering Futures Act" aims to support current and former foster youth by requiring public institutions of higher education in South Carolina to waive tuition and fees for eligible individuals pursuing undergraduate certificates, diplomas, or bachelor's degrees. Eligibility is defined for individuals under the age of twenty-five who have been in the legal custody of the Department of Social Services (DSS) at specific times, including those who were adopted from foster care at age thirteen or older or who spent three or more cumulative years in foster care. The waiver can continue until the student completes their first bachelor's degree or turns twenty-six, and it applies to various academic terms and programs.
In addition to the tuition waiver, the bill mandates that institutions provide priority housing and access to federal work-study positions for eligible students. Each institution must designate a staff member as a liaison to assist these students with college entry processes and financial aid. Furthermore, institutions are required to report annually to DSS on the enrollment and academic progress of eligible students, ensuring transparency and accountability in the implementation of the program. The act will take effect upon the Governor's approval.
