The "South Carolina SNAP Nutrition Integrity Act" aims to amend the South Carolina Code of Laws by adding Article 11 to Chapter 5, Title 43. This legislation mandates the South Carolina Department of Social Services to apply for a federal waiver from the U.S. Department of Agriculture, Food and Nutrition Service (USDA FNS) to prohibit the use of Supplemental Nutrition Assistance Program (SNAP) benefits for purchasing candy and soft drinks. The bill outlines specific requirements for the waiver application, including justifications related to public health, an implementation plan for retailers, educational outreach strategies, and mechanisms to track the impact of these restrictions on SNAP recipients.

If the waiver is approved, the department is required to implement the restrictions within six months. In the event of a denial, the department must resubmit the waiver request every three months until it is approved. Additionally, the department is tasked with ensuring compliance among SNAP-authorized retailers and must provide an annual report to the General Assembly detailing the status of the waiver request, spending trends, challenges faced, and recommendations for further policy actions related to SNAP nutrition standards. The act will take effect upon the Governor's approval.
