The "Responsible Library Funding and Child Protection Act" aims to amend the South Carolina Code of Laws by introducing a new requirement for county libraries. Under the proposed Section 60-9-15, county libraries must certify to the State Library that they do not provide any books or materials that appeal to the prurient interests of children under the age of seventeen in their children's, youth, or teen book sections. Furthermore, these materials must only be accessible with explicit parental consent.

To ensure compliance, each county library is required to recertify this information quarterly before receiving state funds, and the State Library must confirm receipt of this recertification prior to disbursing any funds to the library. This legislation emphasizes the importance of child protection in library offerings and establishes a framework for accountability regarding the materials available to minors. The act will take effect upon approval by the Governor.
