The Baby Olivia Act seeks to amend Section 59-32-30 of the South Carolina Code of Laws, which pertains to the Comprehensive Health Education Program in public schools. The bill mandates that the human growth and development instruction must include a high-definition ultrasound video, lasting at least three minutes, that showcases the development of vital organs in early fetal development. Additionally, it requires a high-quality, computer-generated animation that illustrates the process of fertilization and the stages of human development within the uterus, highlighting significant milestones in cell growth and organ development throughout pregnancy.
Furthermore, the bill grants the Attorney General the authority to initiate a civil action to compel compliance with these new educational requirements. The provisions of this act are set to take effect starting with the 2026-2027 school year, pending approval by the Governor.
