The bill establishes a special legislative commission consisting of fourteen members to study and provide recommendations on shared services between Rhode Island school districts. The commission will include three members from the House of Representatives, a public member with experience in business consolidation, a student from a Rhode Island public high school, and representatives from various educational and professional organizations. The Speaker of the House will appoint the members, and the commission is tasked with meeting and organizing promptly after the bill's passage.

Additionally, the bill allows for the appointment of a member of the general public in place of a legislator for any permanent advisory commission or legislative study commission, provided there is consent from the majority or minority leader of the political party entitled to the appointment. The commission is required to report its findings and recommendations to the House of Representatives by April 30, 2027, and will dissolve on June 24, 2027. Members will not receive compensation for their services, and state departments and agencies are required to assist the commission as needed.
