The bill amends Section 27-18.2-3 of the General Laws regarding Medicare Supplement Insurance Policies, introducing new standards for policy provisions. It establishes that no Medicare supplement policy can duplicate Medicare benefits and prohibits exclusions for preexisting conditions for losses incurred more than six months after coverage begins. The bill also empowers the commissioner to adopt regulations that set specific standards for policy provisions, including terms of renewability, eligibility conditions, and benefit limitations.

Additionally, the bill expands guaranteed issue rights for individuals enrolled in Medicare supplement policies or Medicare Advantage plans, allowing them to apply for any available Medicare supplement policy without medical underwriting, provided they have maintained continuous coverage with no gap in coverage greater than ninety (90) days beginning from their Medigap Open Enrollment Period. It also introduces a provision for individuals under 65 who are enrolled in a Medicare supplement Plan A due to disability, ensuring they have guaranteed issue rights for any Medicare supplement Plan A policy upon reaching 65. The act is set to take effect upon passage.
