This bill amends the existing public law regarding the timing and procedures for the annual financial town meeting in Scituate. It requires that the Town Council recommend the budget by the fourth Thursday in April before the meeting, which is held on the first Tuesday in June. Additionally, any motion to increase or decrease an appropriation by $10,000 or more must be presented to the town treasurer with the signatures of at least ten qualified electors by May 15 preceding the meeting. This notice must be included in the warrant required under 45-3-8 or posted on the town's website at least seven days prior to the meeting. If notice of such motion has been made, amendments to the motion for any lesser amount may be considered at the town meeting.

The bill also includes provisions for the submission of this act to the electors of Scituate during the general election on November 3, 2026. Sections 2 and 3 of this act would take effect upon passage, while the remainder of the act would take effect only if approved by a majority of voters in that election.
