The chapter outlines specific access requirements for public school districts and charter schools, including:
1. Annual recruitment opportunities, providing at least one opportunity per school year for representatives of the youth organization to use school property and existing digital communication channels for student recruitment.
2. Scheduled classroom presentations, allowing representatives to speak with students for up to ten consecutive minutes during classroom time, provided that the presentation does not occur during instruction in a core curriculum subject and does not materially disrupt school operations.
3. Parent/guardian notifications, requiring advance notice to parents or guardians about the scheduled presentation and their right to withhold consent for their child's participation.

Additionally, the bill clarifies that schools are not obligated to provide access to organizations that do not meet the defined criteria of a youth organization. It ensures that the provisions do not interfere with school safety policies, authorize activities inconsistent with school rules, or limit the authority of school administrators to maintain order and discipline. The act is set to take effect upon passage.
