The bill amends existing laws regarding the annual financial town meeting in Scituate, specifically addressing the process for making motions that alter appropriations recommended by the Town Council. It stipulates that if the Town Council's appropriations are finalized by the fourth Thursday in April before the meeting, any motion to increase or decrease an appropriation by $10,000 or more must be submitted to the town treasurer with the signatures of at least ten qualified electors by May 15. Additionally, such motions must be included in the required publication under 44-35-6, and if notice is given, amendments for lesser amounts can be considered during the meeting.
The bill also specifies that the annual financial town meeting will be held on the first Tuesday in June. Sections 2 and 3 of the act will take effect upon passage, while the remaining provisions will become effective only if approved by a majority of voters during the general election on November 3, 2026. The requirement for prior notice and posting of motions from the floor does not apply to special meetings held under 45-3-6 or 45-3-7.
