The bill amends Section 16-7.2-3 of the General Laws under "The Education Equity and Property Tax Relief Act" to establish a permanent foundation education aid formula. This formula will calculate foundation education aid for each district based on a core instruction amount and additional support for high-need students. The student success factor for high-need students is increased from forty percent (40%) to forty-three percent (43%).
Additionally, the bill includes a provision that, in FY 2027, due to disruptions in the supplemental nutrition assistance program, the number of students whose family income is at or below one hundred eighty-five percent (185%) of federal poverty guidelines shall not be decreased below the number determined for FY 2026.
The act aims to ensure that local education authorities do not lose funding due to disruptions in the supplemental nutrition assistance program. The bill will take effect upon passage.
