The bill establishes the Noreen Drexel Birthing Center Fund within the Rhode Island Department of Health to support the operation, staffing, and enhancement of birthing services at Newport Hospital or any successor entity providing equivalent services in Newport County. The fund will be administered by the Department of Health in collaboration with the Newport Hospital Foundation.
For fiscal year 2027, the total appropriation from the state to the fund shall be $1,633,333, which is conditional upon a matching deposit from Brown Health or its successor entity and additional philanthropic contributions. The Newport Hospital Foundation is authorized to deposit these philanthropic contributions into the fund.
Eligibility for funding requires that Brown Health or its operating entity maintain continuous birthing services at Newport Hospital, provide adequate staffing, and ensure no reduction in the scope of services offered at the birthing center. The bill also mandates that Brown Health provide quarterly financial reports, a final annual report on the use and impact of the fund, conduct an annual open meeting for transparency, participate in community councils, and develop a sustainability plan for the birthing center within twelve months of receiving funds.
The council established for community oversight will meet at least quarterly to review outcomes, quality, safety, and financial data of the birthing center, ensuring that decisions regarding the fund are collaborative and supported by the community. This act will take effect upon passage.
