The bill amends Section 31-41.2-3 of the General Laws regarding "Automated Traffic Violation Monitoring Systems" to extend the sunset provision for the "Don't Block the Box" automated traffic detection systems from January 15, 2027, to January 15, 2030. This extension allows municipalities to continue using these systems to monitor violations of traffic control signals at designated intersections for an additional three years.
The bill clarifies that effective January 15, 2030, the state department of transportation and municipalities are authorized to install and operate these systems, which must be approved by the director of the state department of transportation.
Additionally, the bill introduces new provisions regarding the use of images and video captured by these monitoring systems. It stipulates that such recordings are strictly for enforcing traffic violations and cannot be used to track individuals or vehicles for other purposes. Furthermore, it mandates that all recorded images or video must be destroyed or retained consistent with existing regulations, and prohibits the sale, sharing, or transfer of collected information to third parties, including other government agencies, without a judicial warrant, except for enforcement of the traffic violation.
