The bill amends Chapter 42-64.10 of the General Laws regarding the Quonset Development Corporation by introducing a new section that prohibits the Quonset Development Corporation from authorizing, permitting, leasing, approving, or otherwise allowing the siting, operation, or construction of any thermal waste conversion facility within the boundaries of the Quonset Point/Davisville Industrial Park. This prohibition includes any similar chemical or thermal processes designed to convert solid waste, plastics, biomass, or other feedstock into fuels, energy, or chemical products through elevated temperatures in controlled or oxygen-limited environments.

The bill defines a thermal waste conversion facility as any facility utilizing elevated temperatures to chemically decompose or transform solid waste or sewage sludge materials into gaseous, liquid, or solid products intended for energy generation, fuel production, or industrial use. The provisions of this section apply to all real property owned, managed, leased, or otherwise under the jurisdiction of the Quonset Development Corporation.

Additionally, the bill clarifies that the prohibition does not impair the rights of any individual or entity who lawfully engaged in such activities prior to the effective date of this section. The provisions of this section are set to expire on February 1, 2027. The act will take effect immediately upon passage.
