The bill amends Chapter 42-64.10 of the General Laws by introducing a new section that prohibits the Quonset Development Corporation from authorizing, permitting, leasing, approving, or allowing the siting, operation, or construction of any thermal waste conversion facilities within the Quonset Point/Davisville Industrial Park. This prohibition includes facilities that utilize elevated temperatures in a controlled or oxygen-limited environment to chemically decompose or transform solid waste, plastics, biomass, or other feedstock into gaseous, liquid, or solid products intended for energy generation, fuel production, or industrial use.
The bill defines a thermal waste conversion facility and clarifies that the prohibition applies to all real property owned, managed, leased, or otherwise under the jurisdiction of the Quonset Development Corporation. It also states that individuals or entities who were lawfully engaged in such activities prior to the effective date of this section are not affected by the new prohibition. The provisions of this section will expire on June 1, 2027. The act is set to take effect upon passage.
