The bill amends Section 37-2-82 of the General Laws in Chapter 37-2, titled "State Purchases," to establish specific requirements for glazing work on public works projects. It mandates that all public works projects financed, undertaken, managed, or contracted for by the state, its departments, agencies, authorities, public corporations, quasi-public corporations, municipalities, school committees, or any other political subdivision, must be performed by North American Contractor Certification (NACC) certified companies if they exceed monetary thresholds of $1,000,000 for renovation projects and $5,000,000 for new construction projects that include glazing work.

Starting July 1, 2024, these companies must employ at least one architectural glass and metal technician (AGMT) certified worker, with increasing percentages of AGMT certified individuals required on-site in subsequent years, reaching 50% by January 1, 2027. The bill clarifies that the requirements apply to all public works projects without regard to the source of funding or procurement method, provided they meet the specified monetary thresholds and include glazing work. The Department of Labor and Training is tasked with enforcing these provisions, and violations may result in civil penalties and potential revocation of professional licenses. The act will take effect upon passage.
