The bill amends Chapter 42-64.10 of the General Laws regarding the Quonset Development Corporation by introducing a new section that prohibits the authorization, permitting, leasing, or construction of any thermal waste conversion facility within the Quonset Point/Davisville Industrial Park. This prohibition includes any chemical or thermal processes designed to convert solid waste, plastics, biomass, or other feedstock into fuels, energy, or chemical products through elevated temperatures in controlled or oxygen-limited environments.

The bill defines a thermal waste conversion facility and specifies that the prohibition applies to all real property owned, managed, leased, or otherwise under the jurisdiction of the Quonset Development Corporation. It also clarifies that individuals or entities who were lawfully engaged in such activities prior to the effective date of this section are not affected by this prohibition. The provisions of this section are set to expire on June 1, 2027. The act will take effect immediately upon passage.
