The proposed bill establishes the "Rhode Island Prescription Drug Purchasing Pool Act," which creates a state-run prescription drug purchasing pool aimed at maximizing discounts for nonstate public employers, qualified private employers, and health insurance carriers. The bill defines key terms, including "Department," "Director," "health insurance carrier," "nonstate public employer," "participants," and "qualified private employer."

The Director of Administration is tasked with overseeing the pool's operations, which includes offering options for purchasing prescription drugs for employees, dependents, and retirees, as well as establishing eligibility requirements, enrollment procedures, and payment requirements. The Director is also authorized to promulgate rules and regulations to implement these provisions, reassess and renegotiate contracts for pharmacy benefit management, and consider multistate purchasing arrangements to enhance the value delivered to participants.

The bill allows for joint participation among multiple nonstate public employers or qualified private employers for the purpose of purchasing prescription drugs. It also provides options for stop-loss coverage, which the Director may negotiate on behalf of participants. Importantly, the purchasing pool does not constitute a risk pool, meaning that all participants are responsible for the full cost of their own claims and prescription drugs.

Furthermore, the Director may coordinate the purchasing pool with the state's existing prescription drug discount program to maximize enrollment and minimize prices paid by enrollees for prescription drugs. The act will take effect upon passage.
