Additionally, the bill introduces provisions to improve the home- and community-based services system, such as establishing tiered eligibility criteria, consolidating existing programs, and implementing a long-term-care-options counseling program. It also allows for increased payment rates for home-care workers to address workforce shortages and improve service access. The executive office is mandated to implement these reforms upon passage of the act.
