The bill amends Chapter 39-3 of the General Laws by adding a new section, 39-3-37.4, which requires gas distribution companies to include specific information on customer bills. This information must consist of the total number of therms consumed, the total cost of gas distribution, customer charges, conservation costs, applicable credits, charges that support low-income gas customers, applicable taxes, and all other costs, charges, or fees added to the bill or statement.

The bill mandates that this information be presented in a conspicuous manner, which includes a visual illustration that shows each component of the utility bill and the cost associated with each component, such as supply, distribution, ratepayer-funded programs, taxes, and other costs. The Division has the authority to approve or deny the adequacy of the format used by the companies to ensure compliance with these requirements.

Additionally, the bill stipulates that gas distribution companies must issue a single bill for gas service to all customers within their service territory. The act is set to take effect upon passage.
