The bill amends sections of the General Laws concerning "Abused and Neglected Children" to expand the definition of "educational program" to include public, charter, and parochial schools, as well as after-school programs, camps, youth groups, scouting organizations, tutoring programs, and other programs that provide extracurricular, educational, athletic, artistic, behavioral, developmental, religious, or other enrichment activities for children.

Additionally, it introduces new legal language that clarifies the responsibilities of individuals who suspect child physical, mental, or sexual abuse or neglect within these educational programs or religious organizations. Specifically, it mandates that any person with reasonable cause to suspect abuse must report it directly to the Department of Children, Youth and Families and local law enforcement within 24 hours. Designated officials within these organizations are also required to notify the appropriate authorities.

The bill enhances the reporting process by ensuring that all relevant parties, including the state police and the Department of the Attorney General, are informed of any substantiated allegations of abuse. It establishes that the Department of Children, Youth and Families is responsible for initiating investigations into these reports and providing necessary support services to affected children. Furthermore, it emphasizes that reasonable cause to suspect abuse does not require certainty but rather a reasonable basis for suspicion, thereby broadening the scope of accountability and protection for children in educational settings.
