The bill amends Section 3-7-14.2 of the General Laws in Chapter 3-7, which pertains to retail licenses, by establishing a Class P license specifically for caterers and introducing a new endorsement for distillery manufacturers. The Class P license allows licensed distilleries to apply for a distillery off-premises event endorsement, which authorizes them to sell and serve distilled spirits manufactured by the licensee at designated events, including private celebrations, weddings, corporate functions, festivals, ticketed events, and other temporary gatherings approved by the Department of Business Regulation using a mobile bar unit or temporary service structure.

The Department of Business Regulation is tasked with promulgating rules and regulations for the implementation of the distillery off-premises event endorsement, which will include event permit requirements, insurance and liability standards, responsible server training requirements, municipal consent or notification procedures, and caps or limits on annual endorsements if needed to protect public safety. The bill specifies that only distilled spirits manufactured by the licensed distillery can be sold under this endorsement. The act will take effect upon passage.
