The bill amends Section 11-25-14 of the General Laws in Chapter 11-25, which pertains to "Jails and Prisons." It introduces new provisions that prohibit individuals from conveying unauthorized articles to or from the training school for youth without prior consent from the executive director of the division of youth development at the department of children, youth and families. Specifically, it establishes that conveying drugs, tobacco, portable electronic communication devices, or any items that could be used as weapons to residents at the training school for youth is punishable by imprisonment for up to ten years, a fine of up to $5,000, or both.
The bill also clarifies that the term "resident" includes all persons detained at the training school for youth, in the custody of the superintendent of the training school, in the custody of any other juvenile program worker while outside the confines of the custodial unit, or in the custody of the state director of behavioral healthcare, developmental disabilities and hospitals, regardless of whether that person is held upon adjudication or upon any petition for delinquency or waywardness. However, "resident" does not include persons on home confinement. The act is set to take effect upon passage.
