The bill amends existing laws regarding the inspection of motor vehicles and the associated fees. It introduces a new section, 31-38-7, which outlines the operation of official inspection stations. The bill modifies the fee structure for motorcycle and electrically powered vehicle inspections, increasing the fee from eleven dollars ($11.00) to fifteen dollars ($15.00).
Additionally, the bill amends section 31-47.1-11 to establish a new fee of seventy-five dollars ($75.00) for motor vehicle emissions inspections starting January 1, 2027, up from the current fee of fifty-five dollars ($55.00). The allocation of these fees is revised, with twenty-four dollars ($24.00) retained by the inspection station owner, and the remaining fifty-one dollars ($51.00) directed to the program manager. The program manager shall retain no more than four dollars ($4.00) of the fee and remit no less than thirty-seven dollars ($37.00) for deposit in the Rhode Island highway maintenance account. Twenty dollars ($20.00) generated from the fee shall be deposited into the Rhode Island highway maintenance fund, and ten dollars ($10.00) shall be deposited directly to the Rhode Island Public Transit Authority (RIPTA). The act is set to take effect on January 1, 2027.
