The bill amends Chapter 11-47 of the General Laws by adding a new section titled "Shooting ranges -- Suicide awareness." This section requires all shooting ranges operating in the state to conspicuously display signs in areas where shooting occurs, warning individuals about the availability of the 988 Suicide and Crisis hotline and the option to text HOME to 741741 for support. The signs must be at least 8.5 inches by 11 inches, feature black text on a white background, and use a font size of at least 36 points.
Additionally, shooting ranges that operate on a membership basis must ensure that any non-member is accompanied by a member at all times while on the premises and engaging in shooting activity.
Starting January 1, 2027, all employees of shooting ranges are required to receive training, approved by the Department of Health, to recognize the warning signs of suicide. The Department of Environmental Management, in conjunction with the Department of Health, is responsible for adopting and promulgating the necessary rules and regulations to implement this section. The act is set to take effect upon passage.
