The bill amends Chapter 3-7 of the General Laws regarding "Retail Licenses" by introducing a new section, 3-7-30, that mandates licensed retailers authorized to sell intoxicating beverages for onsite consumption to provide a lid with a customer's drink upon request. A lid is defined as a removable cover that attaches to the rim of a corresponding beverage container, and while it is not required to fit all containers, it must fit at least one type served on the premises.

Retailers may charge an additional fee for the lids, which shall not exceed a reasonable amount based on the wholesale cost, but they are also permitted to offer them free of charge. The bill requires retailers to post a conspicuous notice stating, "Don't get roofied! Drink lids available here. Ask a staff member for details," in a prominent location.

Additionally, a sole violation of this section, including the notice requirement, will result only in a warning from the department for the first offense. The act is set to take effect upon passage.
