The bill amends Section 37-2-82 of the General Laws in Chapter 37-2, titled "State Purchases," to establish specific requirements for glazing work on public works projects. It defines "public works project" to include any project financed, undertaken, managed, or contracted for by the state, its departments, agencies, authorities, public corporations, quasi-public corporations, municipalities, school committees, or any other political subdivision. The requirements of this section apply to all such public works projects, regardless of the source of funding or procurement method, provided that the project meets the monetary thresholds specified in subsection (a) and includes glazing work as defined in subsection (b).
The bill mandates that all public works renovation projects exceeding $1,000,000 and new construction projects exceeding $5,000,000 that involve glazing work must be performed by North American Contractor Certification (NACC) certified companies. Starting July 1, 2024, these companies must employ at least one architectural glass and metal technician (AGMT) certified worker, with increasing percentages of AGMT certified individuals required on-site in subsequent years, reaching 50% by January 1, 2027.
The Department of Labor and Training is tasked with enforcing these provisions, and violations may result in civil penalties and potential revocation of professional licenses. The act will take effect upon passage.
