The bill amends Chapter 39-7 of the General Laws by introducing a new section titled "Minimum crews required." It stipulates that no train or light engine used in connection with the movement of freight may be operated unless it has a crew consisting of at least two (2) persons. The definition of "train or light engine used in connection with the movement of freight" explicitly excludes hostler service or utility employees.

The bill establishes a tiered fine structure for violations, with penalties as follows: a fine of not less than $250 and not more than $1,000 for a first offense; a fine of not less than $1,000 and not more than $5,000 for a second offense committed within three (3) years; and a fine of not less than $5,000 and not more than $10,000 for a third offense and for subsequent offenses committed within a three-year period.

This act is set to take effect on October 1, 2026.
