The bill amends Section 23-17-26 of the General Laws in Chapter 23-17, titled "Licensing of Healthcare Facilities," to establish specific obligations for healthcare facilities that provide emergency treatment to victims of sexual assault. It requires that every healthcare facility with an emergency medical-care unit must promptly provide the following to victims of sexual assault:

1. Medically and factually accurate and objective written information prepared by the director of the department of health about emergency contraception;
2. Information about the availability of emergency contraception; and
3. Emergency contraception upon request by the victim.

Additionally, the bill authorizes the director of the department of health to promulgate rules, regulations, and/or guidance to implement these provisions. The act aims to ensure that victims of sexual assault receive necessary care and support in emergency situations and will take effect immediately upon passage.
