The bill amends existing laws regarding the sale and regulation of cigarettes, other tobacco products, and electronic nicotine-delivery systems in Rhode Island. It introduces a new definition for "electronic nicotine-delivery system shop," which refers to premises dedicated to the display, sale, distribution, delivery, offering, furnishing, or marketing of electronic nicotine-delivery system products, liquid nicotine containers, or vapor products to consumers over the age of twenty-one, in compliance with chapter 9 of title 11.

The bill prohibits the sale of flavored electronic nicotine-delivery system products, except at these designated shops, and mandates that ten percent of the revenue from sales at these shops be transferred to tobacco cessation programs established in 27-20-53.

Additionally, the bill establishes stricter penalties for violations related to electronic nicotine-delivery system shops, doubling the penalties for any infractions and requiring the shops to bear the costs associated with storing and/or destroying confiscated materials. The act is set to take effect upon passage, aiming to enhance regulation and oversight of tobacco and nicotine products in the state.
