The board will be responsible for allocating funds from a state general fund appropriation established to support the program, with an appropriation of $53.2 million for the fiscal year 2026-2027 and $109.6 million for any fiscal year beginning on or after July 1, 2027. The board will also review existing programs that serve uninsured individuals and provide a report to the general assembly by February 1, 2027.

Additionally, the bill establishes the Rhode Island uninsured health access program, which will serve as the payer of last resort for uninsured individuals, providing payment directly to participating healthcare providers for qualifying services rendered. The board will set qualifications for both providers and individuals participating in the program, ensuring a comprehensive approach to healthcare access.

The legislation emphasizes stakeholder engagement and public input during the program's implementation, including public meetings and comment periods. It clarifies that the chapter shall not be construed to create an entitlement, medical assistance, or a public assistance program of any kind. The act will take effect upon passage.
