The bill mandates the Coastal Resources Management Council (CRMC) to conduct a comprehensive reassessment of all waters classified as Type 1 through Type 4, evaluating whether the original designations remain appropriate in light of updated data, changes in upland and water uses, and the impacts of climate change on Rhode Island's shorelines. Additionally, the CRMC is required to review existing policies and regulations to incorporate measures addressing sea level rise, coastal erosion, and the increased frequency and severity of coastal storms.
To facilitate these reviews, the CRMC must establish a seven-member advisory committee by January 1, 2027, comprising representatives from the Rhode Island commerce corporation, a statewide environmental organization, a marine trades organization, and planning departments from waterfront communities with varying shoreline lengths, as well as the director of the department of environmental management or their designee, and one member with relevant expertise appointed by the CRMC chairperson.
The CRMC will present an action plan within three months following the first meeting of the advisory committee, outlining the scope, methodology, and schedule for the reviews, and will provide monthly progress reports to the advisory committee. Final recommendations regarding water type reclassifications and policy or regulatory changes must be submitted to the advisory committee no later than two years after its first meeting. The advisory committee will then prepare and submit a final report to the General Assembly and the governor for consideration. The provisions of this section will sunset on July 1, 2030, unless extended by the General Assembly.
