The proposed bill establishes the Domestic Violence and Sexual Assault Survivor Services Fund in Rhode Island, aimed at providing stable state funding for evidence-based nonprofit organizations that deliver direct services and advocacy to survivors of domestic violence, sexual assault, stalking, trafficking, and dating violence. The fund will be initiated with a one-time investment of one million dollars from the general fund in its inaugural year and will be sustained by ten percent of proceeds from any settlement entered by the attorney general resulting from a multi-state initiative, not to exceed five million dollars per settlement. The fund will also be eligible to receive philanthropic donations.

To ensure effective management and oversight of the fund, the bill creates a statewide advisory committee comprised of individuals with knowledge, experience, training, and expertise in the prevention of domestic violence and sexual assault. This committee will include representatives from various organizations and state departments. The committee will be responsible for developing a plan and budget for the distribution of funds, establishing criteria for awarding grants to eligible nonprofit organizations, issuing requests for proposals, and reviewing proposals for funding.

Additionally, the fund administrator will monitor and report annually on the use and impact of the fund, including a detailed accounting of expenditures and funded programs. The annual report will be posted on the Department of Public Safety website and transmitted to the General Assembly no later than February 28, 2027, and each year thereafter. The fund administrator will also promote the development and sustaining of trauma-informed services and specialized advocacy for victims of domestic violence, sexual assault, stalking, trafficking, and dating violence in Rhode Island. The act will take effect upon passage.
