Summary: This bill aims to restate and consolidate the existing UTGR Master Contract and the Twin River-Tiverton Master Contract into a new Consolidated Marketing Program. It includes various definitions related to the marketing programs, such as "Adjustment Amount," "Marketing Cap," and "Marketing Year," which are essential for determining the financial parameters of the marketing initiatives. The Division of the state lottery is authorized to enter into this new contract, allowing for the reimbursement of marketing expenditures incurred by both UTGR and Twin River-Tiverton, subject to a cap based on the Division Percentage and adjusted annually.

Additionally, the bill modifies the Supplementary Promotional Points Program applicable to Twin River, permitting UTGR to distribute promotional points up to 16% of the net terminal income for the prior marketing year. The total promotional points distributed will not exceed 20% of the average net terminal income from the previous three years, plus an additional $750,000. Starting in 2027, the distributive amount of promotional points will be adjusted annually for inflation based on the Consumer Price Index. The act will take effect upon passage.
