The bill amends Chapter 42-7.2 of the General Laws to establish coverage for dialysis treatment and kidney transplants for Rhode Island residents who do not qualify for full Medicaid due to their immigration status. The Executive Office of Health and Human Services (EOHHS) is tasked with providing this coverage through Emergency Medicaid. This coverage will include hemodialysis in both outpatient hospital settings and at freestanding dialysis centers, as well as peritoneal dialysis when clinically appropriate. Coverage will begin when the individual requires a fistula or indwelling venous catheter for hemodialysis or at the point of catheter insertion for peritoneal dialysis.

Additionally, the bill specifies that this coverage applies to individuals who qualify for Medicaid but are limited to treatment of an "emergency medical condition" due to their immigration status. This includes both undocumented individuals and qualified non-citizens who have not met the five-year residency requirement for federal benefits. The EOHHS is also granted the authority to promulgate rules and regulations to implement these provisions. This act will take effect on October 1.
